I. Regular Meeting 7:00 p.m.

II. Call to Order: Invocation; Pledge of Allegiance-Gary McKell

III. Confirmation of new Council Member- Ann Slack

IV. Reports: Appointments & Releases to Boards and Committees Planning Commission/Recreation/Public Safety/Water Board/Other Boards

V. Approval of Minutes: Minutes of December 17, 2003, Council Meeting.

VI. Approval of Agenda

VII. Public Hearing A. Community Development Block Grant-7:15 P.M. B. Ordinance creating the LaVerkin City Water Board 7:30 P.M.

VIII. Unfinished Business:
A. Community Development Block Grant-Action by council
B. Ordinance creating the LaVerkin City Water Board-Action by council
C. Resolution 2004-01 A resolution amending Resolution 2003-15 Washington County Conservancy District Impact fee to include impact fees for meters installed other than 5/8” residential meters. D. WCWCD Impact fee implementation- Clarification of implementation of new fees, City staff.

IX. New Business: A. Conditional Use: Michael Rollins manufactures concrete counter tops. He is asking for a conditional use permit at 44 W 500 N. The Planning commission recommends a conditional use be issued with occupancy restricted to the front of the building.
B. Conditional Use: Bob Stevens requests a conditional use for a used car lot at 160 S State. The Planning Commission recommends a 6 month conditional use permit allowing up to 20 refurbished only vehicles for sale, with the condition that as signage is added, it be brought into compliance.
C. Speed limit at 145 S. Main-Carolyn Foster
D. Drainage concerns at 500 West-Carolyn Foster
E. Building permit 500 West-Carolyn Foster
F. Sale of City property on SR9 and 380 North- Bob Porter wishes to purchase a strip of City Property.
G. Sale of 8’ strip of City property in front of 41 E 200 N-Bob Porter wishes to purchase a strip of City Property.
H. Emergency Response Plan- Direction the council would like to proceed to meet deadlines.
