Then Mayor Stanley E. Smith Jr., outlines the reasons behind a proposed bond
issue election March 25, 1958, to finance a $250,000 extension of the city’s
water and sewer system. The proposal was to repay the bond using revenue
realized from a new sewerage fee system.
