According to a citation report received from Carlisle County April 20, Hickman City Police Officer Shawn Scoggin, 33, of Bardwell, was arrested April 17. The warrant, written, April 15, was served for stalking, second degree. The warrant, from the Carlisle County Sheriff’s Office, stated Scoggin engaged in conduct which alarmed and harrassed the victim which served no purpose and threatened the victim with reasonable fear. “As soon as it was brought to my attention,” stated Hickman City Manager Larry Myatt “he (Scoggin) was suspended without pay. Myatt issued the letter of suspension which resulted in Hickman Police Chief Tony Grogan taking Scoggin out of duty when he received the letter.

Scoggin has been employed with the City of Hickman as a police offer for the past year and a half. He was a former police officer in Fulton. While the investigation is still pending, Myatt also said that Scoggin will remain on suspension until the matter is settled and the Commission meets again, in regular session, May 11 at 7 p.m.

He did turn himself in to authorities and was released on $2,000 cash bond.

He appeared in District Court in Carlisle County, April 22.
