‘Senior ditch day’ consequences addressed by school board

CMI Heating and Air Conditioning of Paducah has submitted the lowest bid for the HVAC replacement project at Carr Elementary, as noted at the Fulton Independent Board of Education meeting April 14. Baccus Oliver, of Marcum Engineering was on hand to present the bids, which included four from Paducah. CMI bid $1,025,333 and was awarded the contract, into which the board authorized Superintendent Dianne Owen to enter. Steps taken during the meeting to begin the financial process of the project included adopting a resolution authorizing the Fulton Independent School District Finance Corporation (which consists of board members) to issue revenue bonds; and authorizing the sale of revenue bonds to finance the Carr HVAC project and board approved alternatives. A revised mandatory BG-1 Form project application was also approved. In other business, the board: • agreed to become a partner with West Kentucky Educational Cooperative (WKEC) in applying for a grant that will provide implementation funding for the Readiness and Emergency Management Grant. Funds will provide training on implementing to the school and community on how to better prepare for emergencies. • heard a preschool report from Deborah Heisel, preschool director. For the 2009-10 school year, 48 children are currently enrolled. Of the 49 enrolled for the 2008-09 year, 25 are advancing to Kindergarten next year. • recognized Jacquise Lockett as the Lions Club student of the month; and Victoria Seng for achieving second place in social studies in the state Beta Club Convention. • heard complaints from Cathy Clifton and Sheila Barnett regarding specifications relating to punishment procedures noted in the school handbook. Clifton inquired about "senior ditch day" and why it constituted suspension. Director of Pupil Personnel Wendell Benningfield said skipping school counts as an unexcused absence, and by law, after three unexcused absences, the school is required to send a truancy letter to the parents. Superintendent Owen informed Clifton and Barnett if they wanted to discuss certain students, they could request to be included on a meeting agenda, to be addressed in executive session. • approved fundraising requests, including: a talent show assembled by the junior class consisting of acts involving enrolled students and faculty; the school Relay for Life team to sell bottle cap jewelry items through June 5. The fundraiser should generate about $300 for Relay for Life; and the high school boys' basketball team to take orders for ribs and barbecue sales through May 8. Orders will be ready for pick-up at the Family Resource Center May 8. Proceeds, estimated at $400, will benefit summer camp. • granted principal Robin Arnzen additional medical leave following surgery, which covered March 16-April 10. • approved the personnel report, including the appointments of Brad Rozzell, Fred Robinson and George Yarbro as volunteer track coaches. • heard an enrollment report, noting 411 students are enrolled for the 2008-09 year. • were notified the board may reapply for the fresh fruits and vegetable program, and will include the preschool beginning in the 2009-10 school year.
