Program Review “Public Schools Review” Rich Carter, Superintendent Walla Walla Public Schools Superintendent Dr. Richard Carter provided club members with the district’s Year in Review. Carter thanked the community for its support throughout the school year and said his three years in Walla Walla have been terrific. He said despite beginning the year with the horrific 9-11 tragedy, the district rebounded to have a great school year. He highlighted the reopening of Sharpstein Elementary School after its 18 month, $11.4 modernization. Carter thanked Exchange Club members for helping the district pass its regular Maintenance and Operations Levy at nearly 70 percent. He noted the M&O Levy provides approximately 18 percent of the district’s budget and helps support nearly all programs and services. Carter said the district’s budget is sound and the district received a perfect audit. He said the pressure to meet higher standards continues to mount. He said the district is making progress, but limited funding, socio-economic challenges and lack of teacher collaboration time are issues of concern.
