A bill that would legalize tatooing in South Carolina has been sent back to a House committee for more study. Opponents of the bill are concerned it doesn't do enough to address concerns about zoning for tattoo parlors. Supporters of the bill say illegal tattooing leads to Hepatitis C and other diseases. The bill has already been approved by the Senate.
