APPROVED MINUTES

FLOYD COUNTY REZONINGS & SPECIAL USE PERMITS
The Floyd County Board of Commissioners will conduct a First Reading on Tuesday, October 14 at 2 PM and a Public Hearing on Tuesday, October 28 at 6 PM, on the second floor of the County Administration Building, 12 East Fourth Avenue to act on the recommendations.
The meetings are open to the public. All documents are available for public review.

A) Recommended approval, 7-3, of a special use permit for Carter Environmental’s small sewage treatment operation in L-I Light Industrial zoning at 32 W. First St., Lindale.
Andrew Hawkins of Carter Environmental wants to treat septic system collections on the site of the defunct denim mill’s wastewater treatment plant but neighbors contend the delivery trucks are noisy and the odors are sickening.

B) Recommended denial unanimously of a special use permit for a manufactured home on property located on Scott Road. It is not a public road and no water, sewer, school bus or emergency services would be available.

C) Recommended denial unanimously for a rezoning from A-R Agriculture Residential to C-C Community Commercial for a convenience store gas station on Rockmart Highway and Pleasant Hope Road.
Jim Mehaffey presented a petition from Pleasant Hope Baptist Church members and neighbors objecting to the intrusion into the rural farming community.

D) Recommended unanimous approval of Unity Christian School’s request for a special use permit to build a new campus in the S-R Suburban Residential district on property located on Wilbanks Road at the Rome bypass.
Residents Vincent and Nell Carver voiced opposition, saying Wilbanks Road is too narrow to support the new traffic. County Public Works Director Michael Skeen had expressed similar concerns last month.
However, Joel Holcomb, representing the school, then met with Skeen and promised the plans would be drawn to keep lines from forming along the road when students are dropped off or picked up.
“All queuing must be done on their property,” Skeen said in a Sept. 24 e-mail to Planning Director Sue Hiller. “(Holcomb) assured me they would do that. I feel comfortable moving forward with the special use permit.

CITY OF ROME REZONINGS & SPECIAL USE PERMITS
The Rome City Commission will conduct a First Reading on Monday, October 6 at 6:30 PM, and a Public Hearing on Monday, October 20 at 6:30 PM on the top floor, Rome City Hall, 601 Broad Street, to act on the recommendations.
The meetings are open to the public. All documents are available for public review.

A) Recommended unanimous approval of a rezoning from L-TR Low-density Traditional Residential to N-O-C Neighborhood Office Commercial for an existing medical office at 311 Redmond Road. The office is in a medical complex and no changes are planned.

B) Recommended unanimous approval of a rezoning from C-C Community Commercial to H-TR High-density Traditional Residential for existing single-family residential use at 205 and 207 E. Seventh St.

TEXT AMENDMENTS

Postponed action but indicated general support for a revision to Article 6.6.8 regarding lighting. The change would require lighting to be downward directed so it doesn’t intrude on other properties. Upward lighting is allowed to illuminate architectural features, such as church steeples, or buildings including the Rome Clock Tower, but must be focused on the structure.

DEPARTMENTAL UPDATES

New aerial photography maps taken earlier this year are expected to be incorporated into the Geographical Information System property search tool by Oct. 7.

NEW BUSINESS

Hiller said she expects to present at the next meeting proposed ordinances dealing with wind generation structures and cemeteries.
While Floyd County is not well-situated for wind generation machines, Hiller said a permit for one was recently granted. It was for residential use on private property.
There are no local regulations governing the tall and noisy structures, so Hiller is proposing two conditions used in other communities:

  • The structure must be set back far enough away from all property lines so that, if it falls, it would fall on the owner’s property.
  • A limit to the decibel level of noise that can be heard at the property line. Hiller said 55 decibels is typical “but that seems high.”
    She also is proposing to adopt a state law that prohibits the disturbance of known cemeteries unless certain notification procedures are followed.
    Floyd County has many old family, church or community graveyards, she said. Local geneaologists and historians have been mapping the sites and provisions should be made to protect them, she said.
