CALL TO ORDER Commission Chairman Jerry Jennings
INVOCATION AND PLEDGE OF ALLEGIANCE TO FLAG Commissioners Chad Whitefield and Eddie Lumsden
Adopted minutes of Regular Meeting of August 12, 2008.
Presented a Certificate of Appreciation to 12-year-old Jenni-fer Lowry for her fundraising efforts to buy dog beds for the Floyd County Animal Control shelter.
. PUBLIC HEARINGS
1) Allowed the applicant to withdraw a rezoning request to allow duplexes on a landlocked Old Cedartown Highway parcel in Lindale.
The withdrawal, in response to neighborhood opposition, means the project can not be resubmitted for at least 12 months.
2) Approved a Special Use Permit for a manufactured home on Lot 7A East Second St. in Lindale.
3) Approved a rezoning from S-R (Suburban Residential) to H-C (Heavy Commercial) for existing commercial boarding and breeding kennel at 7609 New Calhoun Road.
The rezoning carries the condition recommended by the Rome-Floyd County Planning Commission that no other use than a kennel is allowed.
Owner David Hanson agreed, saying he only sought the re-zoning in order to erect a larger sign.
4) Denied North Georgia Electric Mem-bership Corp.s request for a permit to build an electric substation on New Rosedale Road at Haywood Valley Road.
Company attorney Henry Tharpe said a new station is needed to serve new customers, and existing customers that are straining the capacity of the 40-year-old Gore substation in Chattooga County.
But more than 40 nearby residents turned out to object, citing concerns about property values and longterm health effects from the substations electromagnetic field.
5) Approved a Special Use Permit for manufactured home on Lot 7B East Second St. in Lindale.

6) Approved a revision to the definition of a retirement community to match federal Housing for Older Americans Act standards; allow them as a use by Special Use Permit in the MR and DR zoning Districts and require them to have 1.5 parking spaces per unit instead of just one.
The Rome City Commission will take up the issue at its Sept. 2 meeting.
7) Deferred action on a proposed revision that would allow title pawn shops to operate in NOC (Neighborhood Office Commercial) districts.
Commissioners said they would wait for City Commission action, since the change would affect Rome to a much greater extent.
CHAIRMANS REPORT
Announcements: A Public Hearing for the Solid Waste Management Plan 10-year Update will be held in the Sam King Room of Rome City Hall at 1:30 p.m. on Monday, Sept. 22.
Consultants will present the plan, which is due to the Georgia Department of Community Affairs by Oct. 30.
Appointed: Nathan Roberts and Terry Jones to serve 5-year terms on the Rome-Floyd County Planning Commission. Roberts is a reappointment and Jones will replace Von Lambert who has served the two terms allowed by local or-dinance.
Deferred action on appointments to the Hospital Author-ity of Floyd County.
State law allows existing members to continue serving af-ter their terms expire until they are reappointed or re-placed.
Commissioners asked for a workshop on Hospital Author-ity powers to be included in their upcoming two-day plan-ning retreat in September.
COMMISSIONERS REPORT
Whitefield announced the county has received a $300,000 Community Home Improvement Program state grant to help low- and moderate-income residents with downpayments on their first homes.
Commissioner Garry Fricks announced the county has been certified as a WaterFirst Community.

ATTORNEYS REPORT
Commissioners approved an intergovernmental agreement for the Floyd County Elections Office to handle the Sept. 16 special purpose, local option sales tax (SPLOST) extension vote for the Rome and Floyd County school systems.
The school systems will pay the cost of the special elec-tion in which the SPLOST question is the only item on the ballot.
Absentee ballots are available now at the Elections Of-fice, 12 E. Fourth Ave., and can be voted without giving a rea-son.
Two polling places will be open for advance voting, which runs Sept. 8 12.
