Approved withdrawal of the 10 applications connected with the Seven Hills Town Center retail complex proposed for a swath of vacant land on U.S. 411 stretching between the new Holiday Inn Express and Callier Springs Road.

The Georgia Department of Transportation estimated traffic would nearly double when the complex opens. The Coosa Valley Regional Development Center recommended approval of the project last month but suggested it be conditioned on a revision to deal with the increase.
I believe it will be on the agenda for the next meeting, Planning Director Sue Hiller told planning commission members.
The planning commission will meet June 12 instead of June 5 because several members have jury duty or other appointments during the first week of the month.

VI. CITY OF ROME REZONINGS & SPECIAL USE PER-MITS
A. Recommended denial of a Special Use Permit to build duplexes in H-TR High Density Traditional Residential Zoning District at on property located at 1706 Nelm Street.
Hiller said the applicant planned to withdraw the request following an earlier recommendation to allow only one duplex on one of the two lots up for rezoning but had not yet submitted the formal paperwork.
H. Recommended approval of rezoning from L-TR Low Density Traditional Residential to C-C Community Commer-cial for marketing of property located at 33 Watson Street.
Planning Commission Chairman Graham Dixon and mem-ber Von Lambert recused themselves because their firm of Lambert, Dixon and Tate Realty has the property list-ing.
There was no opposition to the plan, which deals with a tract surrounded by commercial and industrial zoning.
The Rome City Commission will conduct a First Reading on Monday, May 5, 2008 at 6:30 PM, and a Pub-lic Hearing on Monday, May 19, 2008 at 6:30 PM on the top floor, the Rome City Hall, 601 Broad Street, in Rome, Geor-gia to act on the recommendations made by the Planning Commission. The meetings are open to the public. All docu-ments are available for public review.
FLOYD COUNTY REZONINGS & SPECIAL USE PERMITS
Recommended approval of rezoning from A-R Agriculture Residential to C-C Community Commercial with a Special Use Permit to build mini-warehouses on Kingston Highway at Branson Road.
Conditions include adherence to all setback, buffer and landscape requirements; no building in the wetlands cover-ing part of the tract; and the use of downcast lighting and security fencing.
Scott Henderson of GJS Properties LLC said he plans 80 to 92 units and will hire an engineer to draw plans in line with the building and drainage codes.
The Georgia Department of Transportation has approved a curb cut from the highway, he said, so there will be no traffic generated on Branson Road.
The Floyd County Board of Commissioners will conduct a First Reading on Tuesday, May 13, 2008 at 2:00 PM, on the second floor of the County Administration Building, 12 East Fourth Avenue, in Rome, Georgia; and a Public Hearing on Tuesday, May 27, 2008 at 6:00 PM,on the second floor of the County Administration Building, 12 East Fourth Avenue, in Rome, Georgia to act on the recommendations made by the Planning Commission. The meetings are open to the public. All documents are available for public re-view.
VIII. TEXT AMENDMENTS
A. Approved for the June 12 agenda consideration of a revision to Article 6.6.1 b. 2 concerning dedication of additional ROW along existing streets.
The existing ordinance calls for developers to dedicate right-of-way if the property adjoins a street listed for im-provement in the short-term transportation plan.
The revision would include streets listed in the long-range plan as well.
B. Deferred to the June 12 agenda consideration of a revision to Article 6.9.3 regarding inter-parcel access easements
The code requires inter-parcel access for developments such as shopping centers, so drivers dont have to keep get-ting back on the main road, Hiller said.
The requirement can be waived by the chief building offi-cial under the current ordinance. The revision would bring the planning director and public works director into the review process as well.
Planning Commission member Ronnie Kilgo expressed some frustration at the continuing addition of development regulations, including plans to revise the sign ordi-nance.
Theres no end to it. Im just not for it, he said.
IX. DEPARTMENTAL UPDATES
Hiller said the updated Comprehensive Plan approved by the Rome, Floyd County and Cave Spring governing boards and by the state, will be posted on the depart-ments Web site by Friday.
The document, meant to guide future development, was put together in a series of public hearings and workshops held during the past 18 months.
Hiller also noted that plans are also to get public input on any proposed revisions to the sign ordinance.
County Commissioner Chad Whitefield said the county has directed code enforcers to hold off on writing citations un-der the existing ordinance until it has been reviewed.
He said officers will continue to issue warnings to serve the dual purpose of educating business owners on the law and sparking participation in the review.
Rome City Commissioner Duane Reid said he planned to ask his board to make the same provisions for enforcement within the city limits.
