Rome-Floyd County Planning Commission actions Thursday

ROME-FLOYD COUNTY PLANNING COMMISSION

VI. SUBDIVISIONS
City
A. Riverside Professional Park Final Plat submitted and approved.
The 6.633-acre tract is off Veterans Memorial Highway and Chatillon Road across from State Mutual Stadium. Lakes Development is planning a 10-lot medical office complex.
The Rome Fire Department has asked for four hydrants in the development. The U.S. Post Office also is requiring a name-change for the Celanese Con-nector, a limited-access road that will be built through the property from Chatillon Road to the highway.

VII. FLOYD COUNTY REZONINGS & SPECIAL USE PERMITS
The Floyd County Commission will make final rulings following pub-lic hearings at its March 25 meeting.

A. Request rezoning for 2416 Turkey Mountain Road from S-R Suburban Residential to AR Agriculture Residen-tial for continued agriculture use.

  • Recommended approval. No opposition.
  • B. Request rezoning for 1246 Cartersville Highway from O-I Office Institutional to C-C Community Commercial for marketing purposes.

  • Recommended approval with Planning Commission member Ronnie Kilgo opposed.

  • The approximately four-acre tract fronts U.S. 411 east of Hine Road, where the new leg of the Rome Bypass will be built. It abuts other commer-cially zoned vacant property owned by local developer Larry Martin. Prop-erty owner Eric Roden said the Georgia Department of Transportation has already bought and cleared land in the area and he is seeking the rezoning to give himself options for the future.
    The Planning Commission recognized the corridor is becoming more commercial, but Kilgo said he is concerned there is no site plan detailing what kind of development could take place on the tract.

    C. Request rezoning for 2567 Cedartown Highway from L-I Light Industrial to O-I Office Institutional to construct a church.

  • Recommended approval. No opposition.

  • Rome East Congregation of Jehovah’s Witnesses plans a 5,000-square-foot Kingdom Hall and 73-space parking lot on the site.

    D. Request rezoning for property located at Lovell Street from D-R Duplex Residential to C-C Community Commercial for marketing.

  • Recommended approval with conditions. No opposition.

  • Earl Robinson of Toles, Temple & Wright said the property abuts lots fronting on Martha Berry Highway and the rezoning is aimed at improving the marketability of the tract as a whole.
    Planning Director Sue Hiller noted that the rezoning would extend the highway commercial corridor deeper into a residential neighborhood. Plan-ning Commission member Nathan Roberts successfully called for conditions to be placed on the tract to require a 20-foot buffer and landscaped screening to protect the neighborhood.

    CITY OF ROME REZONINGS & SPECIAL USE PERMITS
    The Rome City Commission will make final rulings following public hearings at its April 7 meeting.

    A. Request a Special Use Permit to build a duplex at 1706 Nelm St.

  • Recommended approval, with Planning Commission member Shirley Denman opposed.

  • Property owner Tom Griffith said the existing house is uninhabitable and the city has asked he either repair it or demolish it. Building a new duplex is more cost-effective than trying to bring the rental house up to code.
    Roberts noted that “there are a lot of properties that go for tax sales in that area” and allowing the duplex will increase the tax base. Denman de-clined to comment on her opposition.

    B. Request rezoning for 701 West First St. from C-C Community Commercial to O-I Office Institu-tional to construct an office building and parking deck.

  • Recommended approval. No opposition.

  • The property is across West First Street from the rear of Citizens First Bank, near the Rome Fire Station and the Rome-Floyd County Library. Hiller said plans are to combine the .43-acre tract with two other lots already zoned for offices. Access will be from West Second Street.
    A site plan shows a one-story building with a central lobby and two wings, along with a two-story parking deck with a total of 56 spaces. The property is in the Between The Rivers Historic District and the Historic Preservation Commission has already approved the plans, Hiller said.

    B. Request a Special Use Permit for property at Wilshire Road to construct single-family attached dwell-ings in a S-R Suburban Residential Zoning District.

  • Recommended denial. Four nearby residents spoke in opposi-tion.

  • Jim Givens of Flint Hill Properties LLC said that. Due to the recent down-turn in the housing market, he would like the option of building duplex-style houses that can be rented or sold as separate units.
    However, several residents complained the tract was meant to be part of the new Berkshire Estates subdivision and they would not have bought their homes there if they knew it would contain duplexes.

    VIII. TEXT AMENDMENTS
    The Rome and Floyd County commissions will each hold public hearings and rule on the proposed changes to the Unified Land Development Code.

    A. Revise or delete Article 7.4.1 and 7.4.2 concerning election of Board of Adjustments Chairperson.

  • Recommended approval of a change clarifying that the board elects its own chair, who serves a one-year term.
  • B. Revise or delete Article 2, 3, 4, and 8 concerning personal care homes.

  • Recommended approval to changes that bring the ULDC in line with the federal Fair Housing Act and the state’s Medicare program, which covers residency in group homes for up to four nonrelated people.
