Suspect in Attempted Murder Case Gets Higher Bond

TULSA--The man accused of breaking into his ex-girlfriend’s house with what police called a “murder kit” has been arrested again.

He is now being held under a $1.25 million bail.

Allen Shields, 33, is charged with two counts of kidnapping and one count each of assault with a dangerous weapon, first-degree burglary and possession of a gun during the commission of a felony.

He had been arrested early last week, but posted a $90,000 bond, and was released.

Prosecutors filed the charges against Mr. Shields the day after his initial arrest, and persuaded a judge to increase his total bail.

Sgt. Michael Huff said Mr. Shields surrendered with his attorney at the Tulsa Jail at about 11 p.m. Tuesday.

The day after that, James Linger, Mr. Shields’ attorney, applied for a bond reduction.

In a court document, Mr. Linger wrote that Mr. Shields “has never committed a violent crime nor been convicted of any felony.”

The defense lawyer argued that Mr. Shields is a lifelong resident of Tulsa County, has significant contacts with the community, and--if released on bond--would be willing to wear an electronic monitor.

His client “is unable to pay the full bond amount of $1.25 million, but would be able to make a bond in a lesser sum, having previously made a bond of $90,000,” the defense attorney said.

Police said Mr. Shields broke into his ex-girlfriend’s house in the 5000 block of N. Utica Place, and waited for several hours until she and her daughter came home.

He pepper-sprayed the woman, a police department spokesman said, but the 9-year-old girl locked herself in a bathroom, and quickly called 911, possibly averting a kidnapping or double homicide.

Last week, officers found Mr. Shields with what they called a “murder/kidnapping kit” that contained a handgun, disinfectant wipes, handcuffs and drugs that could induce sleep, police said.

Mr. Shields has been investigated previously in connection with the disappearance of Angie Tucker of Tulsa in Nov. 2007.

Police believe her disappearance involved foul play, but no trace of Mrs. Tucker has been found.

Both Mrs. Tucker and the woman Mr. Shields is accused of attacking last week had filed victim protective orders against him.

Both orders were later dismissed because the women declined to pursue them.
